Hailey Maxwell steps into new role as Director, Emergency Management & Continuity Planning

Starting September 3, Hailey Maxwell will be stepping into her new role as Director, Emergency Management & Continuity Planning. In this new role, Hailey will also be joining the Safety & Risk Services leadership team.

Hailey joined UBC in 2017 and has been instrumental in leading UBC Vancouver’s emergency management team to develop personal, community, and organizational resilience programs. Hailey played an instrumental role in UBC’s response to the COVID-19 pandemic and the encampment of MacInnes Field. Among her other recent successes:

  • currently the co-lead, in partnership with UBC’s Disaster Resilience Research Network, on the successful application for the Campus as a Living Lab Grand Challenge, a $250k grant to fund operational innovation in resilience for the UBC-V campus.
  • led a large-scale activation of our mass care plan in June 2023 with 60+ trained UBC volunteers;
  • leading a number of emergency infrastructure capital projects in including the installation of three potable water wells, an upgrade to the tennis centre generator, and the upgrade to the emergency communications systems; and
  • launched the Campus Incident Response Team (CIRT) to streamline UBC Vancouver’s reaction to, and management of incidents on campus.

In her new role, Hailey will be UBC’s leader in emergency management and continuity planning, responsible for all aspects of mitigation, preparedness, response, and recovery planning at UBC Vancouver. Hailey and her team will be responsible for the development of policy, programs, and frameworks establishing the campus readiness posture and its business resilience.

Hailey has a Masters of Arts in Political Science from Simon Fraser University, focusing on Emergency Management and Security Studies. She is a Certified Emergency Manager through the International Association of Emergency Managers (IAEM), and will be awarded her Certified Business Continuity Planner designation through the Disaster Recovery Institute (DRI) of Canada, shortly.
